Background

This module provides the overview of the key aspects of the 2nd generation HIV/AIDS surveillance: HIV serosurveillance, STI surveillance and behavioural surveillance The purpose of surveillance is to enable evidence-based development of HIV/AIDS prevention and control programmes, and to promote the most effective use of health resources. 2nd generation HIV/AIDS surveillance is built upon dynamic and flexible principles of careful resource allocation, the best response to the current epidemic state, use of biological and behavioural data, and integration of all possible and reliable data sources to develop the best surveillance plan. This module provides overview of data management and analysis, with the emphasis on the methods used to assess the effectiveness of the surveillance systems and data dissemination strategies.


This course is created primarily for HIV/AIDS programme managers and to those who wish to obtain the broader knowledge in principles of the 2nd generation HIV/AIDS surveillance.

The aims of the module are to:

Give an overview of the key areas of the 2nd generation HIV/AIDS surveillance
Introduce the basic principles and methods of behavioural surveillance in general population, young people and hard to reach population (CSW, MSM, IDU); biological surveillance and STI surveillance
Describe the methods of data collection and survey design principles
Describe the methods used in estimating the size of hard to reach populations
Provide the overview of questionnaires used in behavioural surveillance/surveys
Introduce the principles of serosurveillance, including serological testing and specimen collection
Describe the methods used in surveillance of sexually transmitted infections: laboratory and clinical surveillance, prevalence assessment and monitoring and monitoring of antimicrobial resistance
Present an overview of the monitoring and evaluation of surveillance systems
Describe the process of dissemination of surveillance data to the main actors in the health system
Give an overview of the ethical issues related to HIV/AIDS surveillance
